Of these three expenses, the consulting expense will be the largest because the site will require some expertise to design. The estimate would be $5,000 to have some help design everything. I would estimate $1,000 for accounting and legal just to have someone look over the information and set up an accounting system.
Advertising, marketing, and public relations
This will also be a significant expense and the marketing team should be involved with the design from the very beginning - $5,000
Business plan
Much of the business plan will be created by the company's executives but will also have the assistance of the consultant's situation.

This should be fairly minimal - $1,000

Designing the site will probably not require and special equipment and the servers will undoubtedly be hosted externally
Feasibility study
This could also be a relatively expensive venture. Some of it might spill over into the consultant fee, but it would probably be about $5,000.

There shouldn't be any extra insurance required other than what the company already has to have for operations.
Interest on loans
The business can expect to pay roughly between 5-10% based on credit worthiness.
Internet Service Provider (ISP) and Web site hosting fees
This is relatively inexpensive as companies like GoDaddy have made these services relatively inexpensive -- Approximately $500.
Inventory
The company might expect a start-up inventory to be roughly $20,000-$40,000
Labor (employees and contractors)
6 full time employees @ $40,000/year average and sub-contractors as needed
Market study
A market study should be included in the consultant fee, if not it should be approximately $2,000.
