Over the last several years, the issue of health care has been continually brought to forefront. Part of the reason for this is because of the way funding and various services are provided. Where, there are divisions in the areas of responsibility for funding as well providing these services between: the states / territories and the federal government. This is challenging because, these different views among the various politicians have caused many areas of contention about: what kind of health care services should be provided and who is responsible for delivering these different services. At the Council of Australian Government (COAG) the different opinions about areas of responsibility are addressed, to create a policy that will provide a balanced approach (in effectively providing these different services). The biggest challenge going forward is being able to build consensus about how to address the different views of all sides.

Recommended Strategy

Currently, Australia has been focused on delivering various health care services through the use of primary care assistance. This is where there is an emphasis on promoting preventive medicine. As you are screening for a host of health conditions, to prevent any kind of possible diseases or ailments from becoming more severe. The costs to treat and address the underlying problems can become more expensive. Given the fact that commonwealth already has a basic foundation for primary care, means that a new strategy must be implemented that will address the issue of costs and those health services that are not covered (such as: mental health services). This is problematic, because the expansion of these services will mean: that costs and taxes will increase. The challenge is for those who will be providing these services and what taxes they will be utilizing to achieve this objective. As the federal government wants to receive a greater portion of the GCT to cover these expenses, while the states claim that this is nothing more than the federal government overreaching in their areas of influence. To address the issue of funding, the federal government will receive the percentage of the GCT that they are looking for (which is 30%). At the same time, the states will have the amounts collected placed into a special fund (that would be available to each state), to address their underlying health care needs. (Karevals 2010) As far as services are concerned, the federal government will increase funding and will begin providing access to various mental health services. Where, federal officials will be working with the states and territories to increase the number of services being provided. This strategy will increase and address the obvious concerns about the underlying levels of influence, while improving upon the overall services that are not covered by the status quo. (Roxon 2010)
