This results in several other problems. First, without quality city and school services, there is nothing to attract new businesses and individuals to the town. Further, without quality and opportunities, there is nothing to retain the current population. As opportunities, especially social and recreational opportunities, decrease, drug use and crime will often increase. Again, this will prevent the city from attracting new citizens and businesses. Clearly, the loss of the initial businesses has caused a downward spiral for the community of Waterville, creating a Catch-22 for policy officials. With the loss of business there is a loss of income which leads to a loss of quality and opportunities which prevents the recruitment of new businesses, which only furthers the cycle, leading to such problems as increased drug use and criminal activity.

What is the solution to this cycle? Without a budget, the city cannot improve quality or opportunities. This being the case, city officials have to use the resources they currently have. Surprisingly, what many see as another problem, may in fact be the solution for the continuation of the small town of Waterville.

As they are more likely moving to Waterville to work low-paying jobs that other citizens are not taking, they serve as the sole solid income base. What the city of Waterville needs to do is create the support businesses for this population. Of course the Hispanic population will not patronize these businesses for their daily needs if they are not welcomed as part of the community (and instead will just start their own). However, if new, small businesses start to thrive the city will become more attractive to new businesses. As new businesses start to move into town, new people will follow. With an increase in jobs, there will be a subsequent increase in per capita personal income. With the increase in per capita personal income there will be a larger tax base from which the city and schools can operate from, meaning that they can increase their quality and opportunities, which only makes the city more attractive to new businesses and individuals. With quality and opportunities and a good personal per capita income, such problems as drug use and criminal activity will decrease, which again will only make the city more appealing to new businesses and citizens.
