Role of Personnel Administrator for K-12 and Creation of an Empowering Organization

The role of the personnel administrator is varied, however a key component of a personnel administrator's overall function is their ability to assist in creating an empowering organizational culture within the K-12 school district. Within the realm of an educational setting the personnel administrator wears many different hats including that of mentor, recruitment specialist, records manager and policy evaluator or administrator. The personnel administrator can have a great influence on the type of personalities hired and represented within the organization.

The organizational culture within a K-12 district consists of many different people including the Board of Education, Superintendent, Deputy Superintendent and Assistant Superintendent as well as Director of Human Resources, principals and teachers. The central HR function includes interrelated unites such as support staff, professional teaching personnel, local school administrator, eternal support and community members. The personnel administrator will work with all of these individuals at varying levels to assure the best possible functioning of the school system.

A personnel administrator may coordinate many functions including organizing pay, leave, and benefit and maintaining personnel files for all of these individuals in the organization. It is generally a people related position requiring a good deal of contact with internal and external customers. Thus it is important that the personnel administrator understand the strategic goals of the company, the HR teams objectives and the motivational requirements and background of each member of the HR team. The personnel administrator is in a unique position, capable of coordinating many different aspects of the HR team over time.

For a personnel manager to facilitate an empowering environment they must work in close conjunction with each branch of the Human Resource team and educational administrators to build a unit that is informed, motivated and interested in promoting the best interests of students and staff (Webb & Norton, 2002). It is important that the personnel administrator evaluate policies and procedures to assure that they are in line with the organization as a whole and conducive to an empowering and strong environment. The personnel manager also has the responsibility of facilitating an open communication policy that encourages sharing and fully informed knowledge sharing within the organization.

The personnel administrator doesn't simply work with other HR staff. The personnel administrator also works with other members of the educational team including staff and teachers. Thus the personnel administrator has the unique ability to see things from all points-of-view. The personnel administrator can best empower individuals by recognizing their skills and abilities and encouraging each member of the team to participate in all administrative actions as much as possible.
