VOM tends to be a more cost-efficient way of dealing with offenders than other means in the criminal justice system. Finally, while VOM has traditionally been used for less-serious crimes, there have been promising results in VOM programs for serious offenses, including violent crimes.

This article helped me understand the importance of VOM as part of the criminal-justice system.
