¶ … business world and international relations, I plan to use a Doctorate in Public Administration to make my contribution in a rapidly globalizing world. As business transactions, travel, and common problems such as global warming and nuclear arms development bring different areas of the world closer together, the public sector is in great need of those who understand the complex cross-cultural situation often occurring in dealings among multiple countries. Further, public administration is often under the scrutiny of its patrons for operating unlike private sector firms, which take the needs of clients, suppliers, and other business partners into concern at a level that public sector firms cannot do. As I have a great deal of academic and practical experience in the private sector business environment, I can make important contributions to the field of Public Administration. It is in these two areas -- cross-cultural navigation and private firm application to public administration -- that I would like to investigate as a Doctoral student at the University of LaVerne. Having extensive knowledge in these areas already, I believe that I will be able to both apply them to the field of Public Administration, in addition to learning a great deal from the University of LaVerne Doctoral program.

As an international traveler and someone who has lived in multiple countries with diverse cultures, I have always been interested in the cross-cultural dynamics of private sector business relationships and public sector international relations. After combining my interest in these fields, I have decided to undertake research in the field of public administration. One of the most relevant areas in which I would like to research is the cultural application of public administration. In a rapidly globalizing world, governments must deal with populations that are very diverse, meaning that numerous cultural groups with different values and beliefs are represented in these populations, a fact that has crucial applications for the implementation of public policy. Indeed, when public policy is deemed to be culturally insensitive or discriminatory, it is often met with widespread anger and roadblocks to eventual implementation. Understanding the nuances of cross-cultural relationships between the public sector and its citizens will help prevent problems like this.

Problems of this type are also often experienced in the private sector, as firms attempt to build lasting cross-cultural relationships. In the private sector, however, the value of these relationships has made training for them an important goal. With my knowledge of organizational behavior, financial management, human resources management, communication, ethics, and cross cultural leadership, and its application to the private sector, I hope to expand my research into the private sector, investigating how prepared the private sector is to deal with these types of cross-cultural relationships and how the private sector can increase its preparedness.
