The new outpatient surgical center that is being proposed will support the orthopedic service line and support the bariatric service line initiative for volume growth. Recently Mercy has started to gain recognition at both the state and national levels for its bariatric work as well, in particular where this work has contributed to reduction in diabetes rates. It is expected that the center will remain at or near capacity for its useful life, which will be between 20-30 years. It is expected that, with the forecasted 90% capacity rate, the center will provide an additional $3-4 million in revenue, depending on the payer mix for this type of surgery.

The advisory board has advised that the hospital's outpatient surgery workload will experience an additional 8% increase annually over the next eight years. The additional outpatient surgery center will focus more on hip scopes, regional nerve blocks, minimally invasive spine surgeries such as lumbar and cervical micro-discectomy, laminectomy, and sports injuries thus reducing the workload on the main outpatient surgery center. The outpatient surgery center will also improve capacity to meet future demand.

To construct the building a steering committee will first be appointed which will consist of a cross-functional team of doctors and stakeholders to lead the project. This committee will be responsible for the location, building design, overseeing construction, and appointing managers to hire staff and oversee operations. The committee will have to select a location and work with architects to select a building design. The building should be large enough for the hospital to comfortably meet the levels of capacity that it intends on.

Once the building is constructed, the hospitals equipment and IT infrastructure can be installed as well as marketing activities started for the grand opening. These activities will largely rely on consultant to install the latest technologies. It is also important that all of the systems comply with all rules and regulations. For example, the electronic medical records and patient files will have to meet certain security standards to protect this information. The staff can begin training on these systems as soon as they are completed and the grand opening can occur once the staff is trained and the building, equipment, and other resources are all functional.
