Both cities indicate a drop in murder cases -- and quite a big drop at that during the five years. Whilst Staten Island shows decline too in rape, the Bronx actually shows an increase, perhaps because its locals had to insert their energy somewhere. The differences in levels, too, are not only attributable to demographics. The Bronx covers a far larger area than Staten Island does and the police had to patrol only 3 precincts (120th to 123rd) as compared to the Bronx that constituted 11 precincts (40th to 52nd). The contrast in murder levels, therefore, between the two cities must, therefore, also taken into account the inequality in geographical space.
