Although many of the figureheads of international terrorism have been exterminated, terrorism remains a pervasive reality. Whether from domestic or foreign sources, terrorism remains a real threat. Even in the absence of an actual attack, fear of terrorism inevitably harms the quality of life of citizens. Members of our organization should feel safe and secure, knowing that at least at work they are protected from all manner of terrorist attack: whether that be a lone gunman, an explosion, a biological or chemical weapon, or cyberterrorism.

Research into the most effective responses to terrorism shows that terrorism is too diverse and complex a phenomenon to warrant a singular or simple response. We must remain vigilant of multiple types of terrorism, which is why I recommend the creation of a special position in our organization devoted to counterterrorism and internal security. The importance of this new position cannot be underestimated. An expert in counterterrorism will be staying abreast of new developments in all areas related to terrorism and counterterrorism. The expert occupying the position of Chief Security Analyst will accomplish several goals. One, the Chief Security Analyst will understand what new threats are brewing and assess the risk to our organization. A direct link to counterterrorism units in government and the private sector will ensure that the Chief Security Analyst works with up-to-date information about terror threats at all times. Second, the Chief Security Analyst will also stay current on new counterterrorism techniques and technologies. Those techniques range from new methods of security screening to new firewalls for our LAN. There are numerous benefits to having our company stay on top of what is going on, both in terms of prevention and in terms of remedial action.

Third, the position of Chief Security Analyst entails developing a cohesive and comprehensive response plan in the case of any number of terrorism scenarios. One of the most important terrorism threats facing organizations like ours today is cyberterrorism. Thus, the Chief Security Analyst will develop a plan for safekeeping our most sensitive data. Working with key consultants in the field of counterterrorism will enable the Chief Security Analyst to devise methods of responding to disasters of all types, including those that involve human casualties. Direct links to emergency response teams is one of the benefits of having a full-time security and antiterrorism expert on our team.

Finally, the Chief Security Analyst will lead training seminars for managers and all employees. Managers will be required to master counterterrorism techniques specific to their department, and employees will learn via drills. This organization is committed to protecting the lives of its employees. Training will be offered to all new recruits and periodically, refresher courses will be given to employees who need to stay aware of the latest threats.
