This is providing them with the resources (i.e. oil and natural gas), which are helping to fuel continuing economic growth and the development of Chinese markets. At the same time, the increased amounts of military spending have meant that China has become increasingly hostile towards any kind of efforts to deal with these issues. As a result, other nations throughout the Middle East and Asia have begun their own nuclear weapons programs in response to these threats. In the coming decade, we need to redefine the war on terror away from: simply preventing terrorist attacks themselves to aggressively going after those nations that support these activities. This means directly confronting countries that provide assistance to hostile regimes.

Recently, intelligence reports have begun to surface about how the Taliban has been working with the Chinese to develop similar kinds of electricity and power projects. Moreover, there have been accurate accounts from intelligence sources on the ground, that Pakistan and China are helping them start their own WMD program. If this is taking place, any kind of efforts to deal with terrorism will be negated by China and Pakistan playing both sides of the conflict against each for their own benefit. This will severe as a blue print that could be implemented on the international level to track and monitor the sale of these kinds of weapons (by working in conjunction with other partners and allies). This means that we will be merging select elements of the Department of Homeland Security with the National Security Council in the form of a task force. (Lewis) (Montgomery) (Zariff)
In the future, this will allow the different intelligence agencies to see what countries are contributing the problems associated with terrorism from the support they are providing. Over the course of time, this will more effectively focus these efforts and increase pressure on those nations that are supporting these kinds of activities to stop. This is when we will be able to effectively deal with the changing nature of the threat by going after the root causes of the problems. Over the course of time, this will make America and its allies more secure by having a system in place that will prevent the sale of WMDs and related knowledge. This is when we can strengthen the role of international law to help promote peace and stability around the globe. (Lewis) (Montgomery) (Zariff)
