This is because many of these communities are targeted by wealthy developers. Over the course of time, this causes large projects to be constructed that are not economically viable. At which point, many governments are facing the twin forces of having to maintain such facilities, while seeing an increase in social assistance from those who lost their homes. In order to prevent this situation from becoming worse, alternative policies need to be coordinated with members of the community. There also needs to be a long-term economic viability studies conducted in the initial stages of planning, where various members of the community and businesses should play a major role. This will help to determine if such projects are sustainable in the community. If these two elements can be implemented into redevelopment efforts, then the various EU countries would have an urbanization policy that will address the short- and long-term needs of the community.
