¶ … policy proposal addressing the smoking ban in restaurants and bars in Denver. The arguments as well as suggestions will be presented in three main parts:
Smoking has been one of the most controversial topics in Denver because the authorities of the government are in the opinion of banning smoking in restaurants and bars but they also need opinions and advices from the people living in Denver. Based on their suggestions and advices the authorities would take any action related to their idea of banning smoking especially in restaurants and bars.
This decision of the government authorities has been generated from the facts that the smokers have polluted the environments of restaurants and bars and the people who are non-smokers, ultimately suffers because of those who smoke in the bars and restaurants. These people have made complaints against the action of smokers and therefore, they have requested the authorities and the government to take some action regarding the torture which the non-smokers face due to the smoking habit of the people.
The main rationale behind the government's proposal is to provide protection against passive smoking in bars and restaurants. Tobacco smoke is seen as a particular threat to the health and well being of employees in such establishments, and it is also widely recognized that they enjoy relatively weak legal protection against such working environment hazards. Employees in bars and restaurant run a much greater risk of cancer-related illnesses than those in other occupations." http://www.eiro.eurofound.eu.int/2002/12/inbrief/no0212101n.html
Related researches and studies have shown that smoking is one of the dangerous factors, which has become the sole cause of cancer in the individuals. It has also been noted that the employees working in the restaurants and bars are badly affected from the smoke which they inhale while they work. It is the responsibility of the government authorities to provide these employees with a safe and considerable working environment. And, the only solution to this problem is to ban smoking in such places.
There are many aspects of this problem and one of the aspects is that the rate of customers has been decreased because of the habit of smokers and thus the restaurants and ban owners suffer a lot. The customers are badly disturbed because of the smoke, which spreads in the environment, and they are not ready to bring their children to such restaurants where smoking is not banned. Hence, the revenue of the restaurants and bars is directly affected.
2) PROPOSAL FOR A SOLUTION:
The analysis and consideration of the problem states that an effective proposal for solution is needed so that the higher authorities of the state can visualize the proposal plan and can act accordingly. The solution is that the authorities should create a smoke free environment in order to remove all discomforts. The restaurants and bars owners should make surveys and researches and should include the opinions of their customers so that they can feel that as a customer they are also included in the process of decision-making. These surveys will help the restaurants and bar owners to know the relative opinions of the customers and these opinions and advices can be further told to the government authorities who are the ultimate decision makers.
The only solution to this problem is that the government and decision making authorities should definitely ban smoking in the restaurants and bars of Denver because the implementation of this decision would be most advantageous for the people on the whole. Because the advantages of the smoke free environment are as follows:
Nonsmokers do not linger for coffee refills.
Patron turnover is faster.
Nonsmokers will more frequently stay to enjoy desert or an after-dinner drink.
Nonsmokers will not get angry and walk out because of delays getting a smoke-free table.
No more lost or broken ashtrays.
Cigarette burns on furniture and carpets are eliminated.
Curtains, walls, floors and upholstery need fewer cleanings and replacements.
Reservations and seating are simplified with only one class of seating, and no single employee feels shortchanged by his/her table assignment.
Restaurants do not become teenage smoking dens or hangouts.
Employee absenteeism is reduced, and employee productivity is increased." http://www.wish-wi.org/benefits_to_smoke_free_restaurants.htm
