In order to mitigate against uncontrollable environmental factors, Sound Transit should make sure that it has insurance policies which cover "Acts of God" in the event that such events result in property damage. In order to mitigate against contractor negligence, Sound Transit should create procedural guidelines which require regular measurement of soil impact and statements detailing contractor responses to new developments in soil conditions.
