I am looking for papers on interagency information sharing as it relates to terrorism?

I am trying to write a proposal on information sharing within government agencies and I need a paper that relates to the evaluation planning on counteracting terrorism and allowing the information to be shared with the agencies as needed. I need it discuss the qualitative and quantitative methods used to evaluate the plan.
