Good way to start a proposal on the short story "A Very Old Man with Enormous Wings"?

I need to write a proposal on the short story "A Very Old Man with Enormous Wings" but, I have no idea on how to start it. Can you help me?

You could start the proposal out by talking about what (or who) the story is based on. You could also consider talking about the genre it falls into and why it belongs to that particular genre. Some also believe that the story is a commentary on what was taking place in Columbia during the time it was written, so you may want to point that out, as well.
