The fact that the utopian society has strict rules meant to control people's behavior by preventing them from putting across immoral behavior plays an essential role in linking this society with a modern day society in a developed country. People there are well-acquainted with the fact that it is in their best interest to put across socially acceptable behavior. Also, they know that others will always be penalized it they perform illegal behavior and that the chances of them doing that thus fall dramatically.
