Values are something that every individual and organization has, whether or not they know they have them and/or consciously utilize them. They are the ways that all entities decide how to act, and while typically we associate the term "values" with "good values" someone could -- and many do -- value money over fairness, or pleasure over responsibility, etc. That is, simply having "values" does not mean acting in a good way, but rather defining what values a person holds and what level these values have relative to each other and to the actins one takes.
