Part 2
The most important objective or target for Village Elementary school lies in their final goal of improving the learning environment of the school. I chose this target because the environment of the school sets the tone for the all that takes place within that environment. If the school can view the problems and successes it experiences at this collective level, learning will take place and the other problems will naturally solve themselves more readily if this goal is accomplished first. This decision seemed appropriate due to my own experiences and how I have determined that the school environment sets the stage for all other events, activities and intentions that follow.
Part 3
The target population of achieving this goal is the entire school population. This includes students, teachers, faculty and the surrounding community. This school is prepared for this challenge. Since the adjustments are mostly emotional or intellectual, the resources are contained within the people in the school. Resources are all directed in this environmental improvement effort when they are associated with the effort itself. When a student achieves at a higher level, this effort may be associated with this objective, or if money is saved on a new purchase, this as well may be dedicated to achieving this goal as well. With this in mind communications strategy has to be developed and implemented. The central debate remains that of degree of uniformity. The pros and cons are obvious, i.e. economies of scale, consistent message across markets, centralized control, different market characteristics, media availability and costs and government regulations (Balabanis & Diamantopoulos, 2011). The stronger argument appears to be that different strategy appears to work in different situations, rather than a
