Johnson & Johnson is a better organization. This is because they have implemented various TQM principals, as a part of their organizational strategy. Once this occurred, it meant that they could reduce cost and improve upon the products / services they are delivering. When you compare this to the DOC, they are in need of implementing a protocol that can improve the operating efficiency of this department. The way that this can be accomplished is to create a strategy that will address all of the basic principles of TQM. Then, begin practicing them on a regular basis. Clearly, the DOC needs to adapt a TQM system that will improve the operating environment, lower costs and address the challenges they are facing. The best way that this can be accomplished is to make a concentrated effort in adapting and practicing these principals on a regular basis. Once this occurs, is when there will be change inside this governmental agency. At which point, it will be more effective at responding to the needs of various stakeholders.
