Irrespective of the incessant pressure on converting the Veteran Administration into a business model it has been alleged vehemently on the ground that the approach is not conducive to the satisfaction of most veterans, the legislators and even the providers of the health care. The problem of extending acceptable quality health care for the veterans of the nation is to be resolved by constituting public consensus on the issue. Irrespective of its increasing challenges it is believed that the provision of quality health care for the veterans of the nation is considered to be an appropriate objective for this country to maintain. Acknowledging the sacrifices of the veterans, the death of millions of Americans in service, 1.5 million returning home wounded and disabled with the memories of the war forever, the handicapped, blind and paralyzed, post-traumatic disorder suffering veterans, it is quite essential to extend these veterans with quality health care and disability benefits. With this objective in view the foundation for Veterans Health Care with such objectives has been laid down by the Department of Veteran Affairs. The people from all sorts of life, people from private organization, people that extend goods and services facilitate the functioning of VA to perform the job and also to perform better. The VA and the health care facilities are amidst a great change. The assistance to the VA through this process of transition is to be thought of so as to provide every veteran with quality health care. The Department of Veteran Affairs Health Care Network Upstate New York has formulated a Statement of Organization Ethics as a code of behavior for employees that provide a consistent, ethical framework for patient care and business operations. It is the responsibility of all the employees within the network, its arrangements, clinics to adhere to the principles and practices as detailed in the policy. The policy envisages the employees must place loyalty to the public trust superseding the personal or organizational private gain so as to avoid a disagreement of interests. The organization behavior refers to different interdisciplinary field of study related to the activities of the individuals and groups in an organization, and the interaction among the organization and their circumstances. The organizational behavior includes the activities of personnel and groups in an organization. Such activities involve judgment, decision making, cooperation and competition, dedication, contentment, their output and motivation. This involves the systems, structures, cultures and processes within the organizations. All such activities have a profound impact on the activities of the personnel and other people associated with the organization. The organizational behavior also includes the organizational ecology involving the study of founding, growth and demise of staff of the organizations and is closely associated with Sociology.
