This size and complexity also gives bureaucracies a broader array of activities and purposes, enabling them to withstand detrimental shifts in certain departments with less overall turbulence. At the same time, bureaucracies offer the centralization of all of their endeavors, at least insofar as client interfaces are concerned. The many different areas and departments of a bureaucracy also provides an automatic system of checks and balances, which not only limits change over time but also ensures greater consistency in the present.
