Process evaluation can be conducted in a manner highly similar to program evaluation, with an identification of specific levels of efficiency and consistency desired and empirical observation to determine if and to what degree those outcomes are being achieved (Lewis et al., 2012). Outcome measures can be obtained in a similar manner and often in more concrete and simply observed qualitative fashions (Lewis et al., 2012). For the evaluation of the Consultation and Education Department at Greenby Community Mental Health Center, one useful process evaluation measure would be self-reported learner satisfaction. This would demonstrate the degree to which the educational programs being implemented were perceived to be as efficient and effective as desired, and could help identify areas for improvement. Actual learner performance in practical and academic settings, whether through formal or informal quizzes or as measured in follow-up interviews regarding the handling of specific situations, would form an especially useful outcome measure in tandem with this process evaluation.
A variety of issues and challenges could present during this evaluation attempt. Organizational resistance to evaluation can be quite strong, and can lead to direct and open problems in obtaining accurate results as well as more subtle and insidious issues such as the false reporting of information (Lewis et al., 2012). Timeline considerations will also present a challenge in obtaining accurate and generalizable results from this evaluation, as a more extensive study will be needed to address all typical programs and processes yet will be far more resource intensive. Significant ethical concerns are also a potential problem for these evaluations given the nature of the services provided by the Greenby Community Mental Health Center, however proper controls and safeguards will ensure that the evaluation enhances the security and quality of care and ethical compliance at the organization rather than detracting from it.
An evaluation could be of substantial benefit to the department's director, who must implement changes in the department in order to achieve a higher success rate on a series of targeted results over the next year of operation. Providing a ground-level evaluation of the current status of operations is key in developing plans to move forward.
