Florida is a populated state that offers federal education programs, promotes equal education opportunity and under Section 1008.33 of Florida Statutes, offers State Board of Education that right to enforce public school improvement across the state via supports and interventions. There are also thirty early learning coalitions in Florida to provide early learning opportunities for students. The local government of Rhode Island recently implemented regulations to safeguard transgender students (RI, 2018). It becomes effective April 17, 2018. Rhode Island also has an annual school year lottery that offers educational opportunities for students in need.
The local government of South Carolina places emphasis on Home Schooling Associations and Statutes, Charter schools, and an online portal for potential online study content. It is called StudySC and is different from the other two states that do no place a focus on online educational opportunities. Overall, the three states have options for students within the K-12 levels in the form of school lotteries, online education portals, and early learning coalitions.

Regarding K-12 education, the policy in a state like Rhode Island for example, is improvement in school safety. Protecting transgendered students has become priority within the local government. Education for somewhere like Florida is focused on early learning coalitions so students before entering K-12 levels can grow and improve. South Carolina focuses more on homeschooling and online options. Here policies differ because they want to help students through study options that can be remote rather than within a traditional school building.
All three states offer various ways to tackle policies surrounding education. They all emphasize the need to give students options. However, these options are demonstrated in different ways.
