However, they also reference other articles within this same journal, which seems somewhat dubious. The content discussed within this article is mostly appropriate. However, the authors have tasked themselves with detailing a wide selection of public policy issues in India, and do not explore these issues in depth. The writing style for the target audience is largely inappropriate. There are numerous grammatical and spelling errors littered throughout the article. The potential bias of the authors is demonstrated in the fact that they refer to other articles in the journal that published their article as references for certain aspects of India's public policy. In summary, this article does not meet professional standards for scholarly writing, because of its grammatical and spelling errors, as well as its reliance on articles that are published within the same journal that published their article.
Some audiences might perceive the intent and message of the authors as an introduction to this particular journal and the various articles it encases. Such a perception would largely be based on the fact that the authors spend a good deal of their article explicating facets of some of these other articles that appear in this journal. Other audiences might perceive the intent and message of this article as ineffective, since it fails to contain a thesis or an abstract, and highlights various aspects of public policy in India without a dedicated focus on any particular area -- or point, necessarily.
Were I to revise this article to make it more appropriate for an international audience, I would include a premise or thesis upon which it is based. I would also add an abstract and diligently proofread it. If it is merely an introduction to a journal I would say so, or else focus on an area of India's public policy.
