In effect, Gorbachev's policies did not really implement "openness" in terms of its future plans as the Soviet Union and other Communist nations leave the 20th century, a century wherein socialism and Communism flourished in Europe and Asia. For them, glasnost and perestroika allowed the Soviets to help socialism survive despite the international community's urgent calls for a "departure from the ideas (of socialism)," "dismantling socialism," and "renouncing communist goals."
