History of Child Protection
From the PowerPoint presentation History of Child Protection, I learned that child protection in the US has been influenced by a number of different social values, such as independence, privacy, and the rights of parents. However, in the early days of the country, one has to wonder about where these values were because there certainly were a lack of many protections for children. But according to the PowerPoint presentation, the beginnings of child protection can be traced back to the 1700s and 1800s, with the English Poor Law of 1601 playing a significant role. This law allowed the government to step in and enforce parental duties or even place children elsewhere if necessary.
I also found it striking that children were often treated worse than animals, leading to the formation of societies like the New York Society for the Prevention of Cruelty to Children. To my point about where social values were, it is shocking that children could be so routinely abused in this way. Still, as the PowerPoint showed, by the 1900s, there were over 300 such societies, emphasizing the need for child protection.
Legal developments over the years have certainly shaped the child protection services field. The juvenile justice system emerged from laws that initially focused on punishing parents but that later shifted to assisting families. In the mid-1900s, the child welfare system came into being, with the Social Security Act of 1935 and the Child Abuse Prevention and Treatment Act of 1974 being milestones of change.
Lastly, I learned about the challenges faced by the Child Protective Services system. Deciding which cases require intervention and strengthening community resources are significant barriers to protection as there is not always a lot of agreement on these matters. The ultimate goals for child protection, as outlined by ASFA, are safety, permanency, and the well-being of children and families. But society needs to be more unified in terms of what these concepts mean.
Because so many older people have aged in a healthy way, they remain able bodied and are more than willing to lend their energy and experience to providing better and more effective services.
