This is based upon the Homeland Security Exercise and Evaluation Program
(HSEEP)

. The HSEEP is based upon DOD exercise doctrines and modified for civilian use in emergency preparedness. All of this provides a common exercise framework (ibid., 18).

Exercise evaluation is an important function in improving the exercises. For this reason, a series of TOPOFF exercises have been carried out in different areas of the country. The TOPOFF 4 exercise highlighted the important role of the local and state officials such as those in the Connecticut state government. It seems as though this will not be changing soon and the Homeland Security mission will be important to carry out at the state level (ibid., 25-26).
