Second, by providing parents with detailed reports about the performance of their childrens' schools, the NCLB increases accountability on a local level. In addition, proponents of the NCLB believe that the 100% compliance requirement goal of 2014 requires school districts to provide better educational services to minorities and other groups that have previously been the recipients of sub-standard educations. By requiring schools to use scientifically-based research practices, proponents of the NCLB believe that schools are being held to a higher educational standard under the NCLB. They believe that standardized testing provides objective measurements of performance, which they believe is critical to the vitality of a school. The first wave of standardized testing is aimed at the teachers, and seeks to ensure that they are proficient in the subject matter that they teach. The second type of standardized testing is aimed at the students. Its goal is to make sure that students are not being passed for social reasons, but have actually attained grade-level proficiency. However, the best argument in favor of NCLB may be that it resulted in a substantial increase in the amount of federal funds available for public school funding. Opponents of the NCLB may not disagree with the goals of the NCLB, but, instead, argue that the NCLB is not achieving those goals. First, opponents of the NCLB argue that it has not actually resulted in a large funding increase because the government has ever requested the full amount of funds authorized under the NCLB. (Wikipedia Contributors). Next, they argue that the standardized testing, which opponents say increase accountability, actually harms schools and students. They make this argument because "testing is not coupled with plans and funding to remedy problems that might be detected...

Instead, a system of increasing punishments is provided to take away resources from schools," and therefore from the very students the NCLB proports to help. (Wikipedia Contributors). In fact, this system encourages data manipulation by the school districts, to reclassify those very students that the NCLB was designed to aid. In addition to these substantive arguments, opponents also make two policy arguments; that the NCLB will lead to Federally funded vouchers and that the NCLB violates the spirit of a republican form of government. (Wikipedia Contributors). The most salient argument may be that special education students are held to the same standard as other students, which increases pressure on schools and ignores the reality of the capabilities of many of these students.
Both the opponents and the proponents of the NCLB agree that public education in the United States is in need of reform. In addition, both groups agree that something needs to be done to ensure that at-risk students do not fall into the cracks of the educational system. What the two sides do not agree on is whether the NCLB is curing the educational gap, or helping make it so wide that it will one day be insurmountable.
