Agency budget paper The budgeting process is often dependent on the agreed upon and documented guidelines of the individual agencies in the US. Such budgets touches directly the direst needs of the city dwellers and the stakeholders are always guided by the rules and regulations of the city council embedded in law. The challenge with such budgeting process is that it is time consuming and always runs into months to conclude.
The other agency is the National Science Foundation which as the name suggests is a national agency that has its activities spread across the nation on matters to do with science and research in science. The budgeting process for this big agency is basically divided into three blocks. The first block is considered the executive branch process where there is the formulation of the budget where the OMB gives the agency the guidelines of priority areas and makes the final decision on the proposed budget for the agency. After this the president’s proposed budget is presented to the congress. The second block of the process is considered legislative process where the house and senate develop their own budget resolutions to set the spending levels. The house and the senate then appropriates the budget, holds hearings on the same to examine the needs of the budget. The final block of the process is to finalize the spending levels. Here…
