Barriers to research:

The sheer chaos of the situation will constitute a major barrier to research here, as the necessary officials and individuals with access to/knowledge of relevant data will be in high demand and communications will likely be abnormal. Organization within the Department of Public Health will also likely be less strict than usual and abnormal as well, complicating matters still further. Proper coordination and proactive planning will help in these regards.
