Introduction
The impact of the reserve component military forces in the United States has been significant over the years, and continues to be a vital part of American defense and homeland security. The reserves also provide valuable support when there is natural disasters and other emergencies in the U.S. that call for the capabilities that the National Guard and other reserve forces provide.
The Literature ??" the History of Reserve Military Forces in the U.S.
Barry Stentifords book, The American Home Guard: The State Militia in the Twentieth Century, is a valuable resource when reviewing how the current National Guard came to exist. Stentiford explains that soon after the first settlers arrived on the shores of North America, as early as 1636, militia companies were formed strictly because the settlers feared attacks by Native Americans (Stentiford, 2002, pp. 4-5). In fact the militiamen were trained to fight and protect the colonies from Indian attack ??" and the French ??" up until the Revolutionary War, Stentiford continues.
During the Revolutionary War the state militia augmented Washingtons Continental Army and also enforced revolutionary discipline in the communities, according to Stentiford (5). What Stentiford means exactly by stabilizing the homefront is not clear, but after the colonies won the Revolutionary War, the militia had the responsibility for protecting the United States of America. The citizens did not want a standing army because of the cost and, Stentiford explains, it would be dangerous to the survival of the new republic ??" at least thats what colonial citizens feared (5).
Author Lucia Raatma explains that the militia in colonial times were called Minutemen and they could be as young as 16 or as old as 60. They bought their own weapons and trained for four hours at a time, usually twice a week (Raatma, 2005, p. 6). As brave and clever as the Minutemen were, Raatma explains, they were also just ordinary citizens that struggled to make ends meet. Clearly though, the militia played a vital part in the Revolutionary War.
Meanwhile, the document that laid out the details of our new government, the Articles of Confederation (effective from March 1, 1781, to March 4, 1789, when the U.S. Constitution became the supreme law of the land), did not address the need for the retention or re-creation of the Continental Army following the Revolutionary War. After the Constitution went into effect in 1789, however, Articles I and II ??" and the Second Amendment ??" clearly spelled out the need for a federal standing army that did not rely on local militia (Stentiford, 6).
The federal government passed the Militia Act of 1792, and that legislation required most free white males ages 18-45 to arm themselves and attend regular muster in order to be prepared. However, Stentiford explains (7), that law was never firmly enforced. The states however did manage their own militia groups, and the men that came into the groups were there because they had a sense of patriotism or they were afraid of a slave uprising, Stentiford continues (8).
President Jefferson in 1800 was a strong supporter of the militia, he believed it to have one of the essential principles of our government (Doubler, et al, 2007, 19). Taking the same position of many citizens, Jeffersons policy as far as the military was concerned was the supremacy of the civil over the military authority; the president believed that a well-disciplined militia was Americas best reliance in peace and for the first months of war, till Regulars may relieve them (Doubler, 20) By 1804, Doubler explains, the War Department of the young nation claimed to have 525,000 men enrolled and organized into a hodgepodge of regiments and brigades ??" a situation that was unacceptable to Jefferson because the soldiers were far from ready to perform as a coherent, national defense force (20).
Hence, Congress agreed to allocate $200,000 for the purchase and distribution of weapons (at $13 per musket) of about 15,000 new muskets annually (Doubler, 20). Moreover, it became very clear that the militiamen were not up to the task of defending the nation, when in 1814, British Redcoats landed near Chesapeake Bay heading to Washington, D.C.. About 5,000 militiamen fought the Redcoats but were overrun and retreated while the British entered Washington and torched the Capitol, the White House, and a number of other public buildings (Doubler, 21).
On June 3, 1916, President Woodrow Wilson signed the National Defense Act into law, legislation that expanded the size and scope of the National Guard, which had previously been a network of state militias (History.com). The Act brought all those militias under federal control, making it a backup to the regular army; in other words, the president could call out the National Guard for a number of national or international services.
President Wilson had been resisting the temptation to inject the U.S. military into World War I ??" even though Theodore Roosevelt and other Republicans had been pushing to get American troops on the ground in Europe ??" partly because the Guard and the U.S. Army were busy battling Pancho Villa who was raiding cities. Eventually (on April 6, 1917) Wilson and Congress made the decision to enter WWI, knowing that American allies needed the support to fight the Germans.
The National Defense Act of 1916 established qualifications for officers serving in the National Guard, authorizing them to receive training at regular Army schools, the History.com site explained. In fact all National Guard personnel would be organized according to the standards of regular Army units; and, for the first time, the National Guardsmen would be paid, not just for their active duty during annual training exercises (raised from 5 to 15 days a year), but also for their monthly drills, which were increased from 24 per year to 48 every year (History.com).
Moreover, the National Defense Act of 1916 authorized the Reserve Officer Training Corps (ROTC) which began training high school and college students for eventual service in the Regular Army (History.com).
Maurice Madloff is the author of the book American Military History, and he writes that the upgrade of the National Defense Act of 1916 was put into legislation by the National Defense Act of June 4, 1920, which fully governed the regulation and the organizing structure of the Army until 1950 (Madloff, 1996, p. 65). What the Act of 1920 accomplished was to establish the United States Army into three components: the professional Regular Army; the civilian National Guard; and he civilian Organized Reserves (composed of Officers and enlisted Reserve Corps), according to Madloff.
The author explains that this 1920 Act actually served as an official acknowledgement that what had been the rule of thumb during the previous two hundred or so years was officially now federal policy. That is, the U.S. had always maintained a standing peacetime force that was too small if it needed to be expanded to respond to a major land war, but that same standing army also depended on a new Army of civilian soldiers that would be trained and available for large mobilizations (Madloff, 65-66). And now, after the passage of the 1920 Act, there would be a standing army of 17,726 officers (three times the strength of the officer corps prior to WWI), Madloff continues (66).
The 1920 Act also authorized the military to expand to three more branches ??" the Air Service, the Chemical Warfare Service, and a Finance Department. After WWI General John Pershing reorganized the War Department (now known as the Defense Department) into five divisions, which made it easier to for the National Guard to be ready to respond should another war break out. Pershing had a personnel staff in what he called G-1, G-2 was intelligence, G-3 deals with operations and training, G-4 was supply division, and G-5 was focused on strategic planning (Madloff, 66).
Meanwhile, the Congressional Digest (the official federal publication that explains legislation) in 1934 provided some basic details on the Act of 1920. Beyond what has already been described vis--vis the 1920 Act, the Congressional Digest explains that the Act fixed the number of members of the Army at 15,034 combat officers, 280,000 enlisted men, in addition to the number of officers (17,726) alluded to earlier in this paper. There was also flexibility built into the military, in that the size of the army could be varied depending on the changing importance of the branches in the scheme of defense (Congressional Digest, 1934).
In conclusion, the Army National Guard has been very active in protecting Americans at home and abroad. At one point in the Iraq War, the Army National Guard made up more than 50% of the U.S. Army combat force and after Hurricane Katrina, more than 42,000 Army National Guard troops from many states provided relief and security. Ever since the National Defense Acts of 1916 and 1920, the National Guard has grown and become an huge part of American homeland and foreign defense activities.

Governor Moeur of Arizona sent two patrol boats, the Julia B and the Nellie T, to cruise the Colorado River to make sure that all would be aware that Arizona was determined to protect her rights.

As it turned out, the two boats and members of the National Guard got tangled in weeds and cable and had to be towed by their adversaries. Arizona's navy was disgraced.

The following story is a fictional account of planning and preparation leading up to the mythical Democratic-Republican National Convention (DRNC) event in Miami, Florida. Background

For the DRNC event, Miami-Dade County has formed a Host Committee, similar to the model used for the Super Bowl Host Committees of the past. The Democratic-Republican National Party (DRNP) has designated Ms. Cassandra Armand as its chair of the DRNC?s Committee on Arrangements (COA). The COA is the main organizer from the DRNP for this event. Ms. Armand and Mr. Copeland from the Host Committee work hand-in-hand to plan this event and their recommendations to the BOCC carry considerable weight for policy formulation. Miami-Dade Police has been designated as the lead local agency and lead operational planner for the event security. This policy differs significantly from the 2003 FTAA in which the City of Miami was designated as the lead local agency.
Since this event meets the criteria of a National Special Security Event (NSSE), the U.S. Secret Service has been designated as the lead coordinating agency with overarching statutory authority for the planning and execution of the event. Supervisory Special Agent Samantha Salerno has been appointed as the lead agent in-charge for the event.
Neither the Miami Police Department (MPD), nor Miami-Dade Police Department (MDPD) have the forensic assets adequate to handle such a large-scale event by themselves. It would take some degree of shared responsibility between MPD and MDPD, as well as some of the 30+ other incorporated areas such as Miami Beach, Hialeah, and Coral Gables. Due to the influx of tens of thousands of delegates, visitors, and protestors, it is expected that the forensic processing and evidence retention for a mass number of assaults, larcenies and other crimes will increase considerably during the week of the event. It is clear that a multi-agency approach such as the ones used for the 2003 FTAA Conference, the 2004 Presidential Debates, and the Super Bowls of 2007 and 2010 must be employed for this large-scale special event as well.

Assignment Instructions

For the purpose of this assignment, you are playing the role of Major Susan Barker, the commander of the Crime Scene Investigations Bureau of the Miami-Dade Police Department (MDPD). MDPD Director Melanie Duncan has appointed you as the chairperson of the Crime Scene Investigations Workgroup under the Security & Public Safety Subcommittee in preparation for the DRNC special event. As such, she planned the meeting with a very general agenda, devoid of any specific information. She wanted to ensure the free flow of ideas and was careful not to unduly influence the others with her own preconceptions. All that she provided to the Workgroup members was a very general mission statement that said, ?The mission of this Workgroup is to create a multi-agency, inter-disciplinary task force that will provide crime scene and forensic laboratory services on a region-wide basis for the duration of the DRNC special event.?
The first meeting of the Workgroup was more of a brainstorming session than a planning session. In essence, the Workgroup would define its own mission? and its own deliverables. One of the first issues that was brought up had to do with concerns of whether the local, state, and federal agencies participating in the Workgroup had the capacity to handle a mass casualty incident during the DRNC. A mass casualty incident is defined as:
?an incident that has produced more casualties than a customary response assignment can handle. Types of incidents that can produce mass casualties include, but are not limited to multiple vehicle collision(s), building collapse, mass transit accidents, Hazmat incidents, WMD, multiple shooting victims, and chemical exposures? (Thomas, n.d.).
After considerable discussion on the topic of mass casualty incidents, the consensus of the Workgroup members was that they thought that the existing regional resources would be heavily taxed by a large-scale mass casualty incident, or by a combination of several smaller incidents occurring within the same time frame. Since mass casualty incidents do not happen often, it is difficult to predict how well the different components would work, and how the tasks and workload would be allocated to ensure an optimal and sustained response. At the meeting, the members of the Workgroup agreed to hold a tabletop exercise at the next meeting so that they could simulate as best as possible the likeliest scenarios that the Workgroup task force would encounter during the DRNC, as well as a worst-case scenario.

The most controversial problem is whether or not weblogs should remain unedited, as if they do the information is perhaps not as credible, but if they don?t, the spontaneity, and one of blogging?s greatest appeals is lost. Personal blogging also has cultural and social implications in today?s modern society. As a subset of gender, this topic reflects on how social and cultural circumstances impact on people?s reasons for using weblogs.
Long before the terrorist attacks of 911 and the War on Iraq, people, mostly women, began using blogging to counter their country?s cultural beliefs and get their voices heard in a place where they could not be persecuted (Herring, Kouper, Scheidt and Wright, 2003). The history of other online discussion forums, as with weblogs, shows that a ?democratising? technology does not result in social equality and points to the importance of social and cultural factors surrounding technological adoptions and their use (Herring, Kouper, Scheidt and Wright, 2004).
Weblogs are providing a way for women in Iran to talk freely and comment on taboo subjects such as sex and boyfriends, share their fears and aspirations and are providing insight into an otherwise closed society (Hermida, 2002).
"Women in Iran cannot speak out frankly because of our Eastern culture and there are some taboos just for women, such as talking about sex or the right to choose your partner. I have the opportunity to talk about these things and share my experiences with others,? stated one female blogger (Hermida, 2002).
However, blogging in countries where culture affects what people can and cannot discuss isn?t just for women. Although in places such as Iran, Iraq and other middle eastern countries, where men have a higher status than women and have the ability to work, speak their mind and overall have more access to technology than women, there are still issues that men cannot talk about in public which they air in their blogs.
?It was a good tool to get to know what is happening in Iran, what the youth are talking about and what their problems are,? said Hossein Derakhshan, creator of one of the first blogs in Persian (Hermida, 2002).
The subtopic of gender discussed how gender affects the type of blog that a person uses. Adult males have been seen to use filter type blogs and k-logs, which are politcally and news based, while teenage females and females in general are the main consumers of journal blogs, which detail the days events and the bloggers thoughts (Herring, Kouper, Scheidt and Wright, 2004).
The reasons that shape which type of blog will be chosen on the basis of author demographics, such as age and gender, is affected by the social and cultural boundaries of society. The stereotypical roles of men and women, such that the men earn the money and the women take care of the house and their children, affects the fact that women like to talk more about personal things, rather than men who talk about business, news, current events and politics, this is evident in the type of blogs that they choose. Teenagers are similar to women in that they are experiencing new things all the time, going to school and dealing with physical and emotional changes and therefore they need an outlet to voice their feelings (Barista, 2004).
Blogging is just part of the mix of reality TV, celebrity exposed and live news being beamed into our living rooms around the clock (Blogging ? The New Voyeurism 2002). It can be seen that the cultural and social trends that are prevelent in the world today, although varying from country to country, have a major affect on how people interact with others, how they portray themselves and what type of weblog they use. Overall these boundaries shape the way the society works and the way that people view personal blogging.

The three law enforcement engines that I have chosen are every similar when it comes to going through to get the job, the training and the testing and the back ground checks. But there responsibilities are different I picked the Secret Service, New York State troopers and suffolk pd. After doing my research I would have to say that state and local law enforcement agencies are more similar together then federal agencies. Even though that all three agencies have different responsibilities they all have a common goal and that is to protect and serve.

Suffolk P.D which is a local agency that was discovered on January 1, 1960 that consist of municipal, county, tribal and regional, their many focus is to is main and uphold the laws and investigate local crimes in their jurisdictions. The suffolk P.D jurisdiction consists of 5 towns which are Babylon, Brookhaven, Huntington, Islip and smithtown that run from west to the east end of Long Island an in the five towns are smaller towns that the suffolk P.D covers. There are about 2,500 sworn in police officers that make up the suffolk P.D making it one of the largest police forces in the country and also one of the high paid along with Naussa county and L.A.P.D. Suffolk county police department mission is to up hold and maintain a peaceful and safe environment for all of Suffolk county residences, and also provide aid and professional services for those whom need it through out the community. The Private Contractor Dilemma
During the course of the war in Iraq, the United States has seen many of its allies remove their troops from Iraq. By itself, the United States military would be unable to fight the war and bring stability to the region as it is does not have the requisite number of troops on the ground and those troops are not adeptly trained for all of the dangerous tasks involved. According American investigative journalist, Jeremy Scahill, with an expertise in private military companies, he informs that such tasks include the protection of diplomats and other dignitaries that require highly-specialized training to the simple delivery and cooking of meals for the troops in a chaotic, unpredictable war-zone (Scahill, Blackwater). In the current Iraq conflict, these missions have fallen to private military contractors, most notably, Blackwater, which have caused a myriad of issues and controversies due to the lack of oversight and the near-total immunity bestowed upon these mercenaries. These factors have led to a number of incidents where Blackwater employees abused their position, used unauthorized force on the civilian population and even killed innocent by-standers (Broder, The New York Times). However, according to democrat house of representative, Henry Waxman, he points out that Blackwater still remains unpunished; rather, it receives even more lucrative contracts (Waxman, House Committee on Oversight and Government Reform). These actions have led to the deterioration of the relationship and the increase in the level of distrust between the Iraqi population and the United States military. If no changes are made, then more of our taxes will continue to go to Blackwater and their contractors will continue to recklessly slaughter innocent people and increase distrust in Americans by Iraqi civilians. If this situation happened in America, it would be completely unacceptable and mercenaries would be court-martialed without question. Are Iraqi lives worth less than American lives? To correct the situation of unnecessary slaughter, one solution is to strip the private contractors of their immunity so that they must finally face the consequences of their actions. The Senate the Stop Outsourcing Security Act S. 2398 proposes to .
Many Blackwater contractors working on the streets in Iraq heavily armed and are extremely unpopular among Iraqis. The extensive use of contractors in Iraq has made it difficult to conduct proper oversight and has significantly increased the risk of fraud, abuse, and preventable acts of violence, and has outsourced protecting Americans in Iraq to private companies. Vermonts Junior Senator, Bernard Sanders introduced to the Senate the Stop Outsourcing Security Act S. 2398 (The Library of Congress Thomas). The Stop Outsourcing Security Act will help solve the lack of oversight of contractors in Iraq by requiring that by June 2008, the President shall submit to each specified congressional committee a report on the status of planning for the transition away from the use of private contractors for mission critical or emergency essential functions by January 1, 2009, in all conflict zones in which Congress has authorized the use of force (The Library of Congress Thomas). This bill will examine contractor activities and ensure that renewals will only happen if the president certifies that contractors have undergone background checks and are clean of crimes. It will also allow congress to have access to information of private military companies including, the number of persons working in Iraq and Afghanistan under contracts, the total costs of the contracts, total number of contractors who have been wounded or killed during their deployment, and a description of disciplinary actions that have been taken against contractors performing work under contracts. Jan Schakowsky is one of the many membrs in the house who support Sanders, who vows to ban private contractors on battlefield where American troops are present and put them out of business. ELABORATE BILL
Presidential candidate, Senator Barack Obama has been an active leader in private contractor reform. Obama has proposed that private contractors accused of misconduct should be tried under U.S. law and urging the Pentagon to pursue such civilian prosecution. Following a Nisour Square shooting that infuriated the Iraqi government, Senate aides are working on adding parts of Obamas plan to the defense authorization bill. Scahill quotes Obama, "If Barack Obama comes into office next January and our diplomatic security service is in the state it's in and the situation on the ground in Iraq is in the state it's in, I think we will be forced to rely on a host of security measures, said the senior adviser. I can't rule out, I won't rule out, private security contractors. He added, "I will rule out private security contractors that are not accountable to US law" (Scahill, Huffington Post). This policy will seek to monitor war crimes and persecute contractors who have abused their position and gone against the law. Scahill states that Obamas policy looks great on paper, but he does raise serious questions on how 180,000 contractors deployed over there can be monitored effectively. While there may be missing details Obama will have to fill in for his bill, at least he is trying to find solutions for the contractor problem instead of ignore it.
Primarily, the Bush administration is the chief opposing opponent to reform Blackwater, instead they praise Blackwater for its outstanding work. It is also worth noting that the Bush administration has tried to privatize every aspect of the U.S. government it can, using taxpayers' money to give lucrative contracts to its friends such as Erik Prince, the owner of Blackwater with strong Republican connections. You might think that national security would take precedence over the fetish for privatization -- but remember, President Bush tried to keep airport security in private hands, even after 9/11 (Krugman, The New York Times). Support from International Peace Operations Association President Doug Brooks states, Weve used military contractors in the past and we will continue to use military contractors now (Schor, The Hill) and Gordon Hammers, chairman of a county land-use planning advisory group in eastern San Diego County states that, [T]hey were doing their job this week and doing it well" (Torreiro, Chicago Tribune). There is no doubt that private contractors are highly skilled and have a perfect record of protecting their convoys, and there is no alternative for that. Even if the contractors jobs are handed to the U.S. military, the U.S. military would not even want to put their soldiers in that kind of position (Scahill, PBS).
Military officials and executives of other contracting companies have long complained about Blackwater's hiring of younger, financially strapped recruits, encouraging a shoot-first culture, and then using the company's deep political connections with the administration of President George W. Bush to shield its guards from punishment when they kill innocent people. Clearly, one flaw of continuing this is that while the Republican Party is having a grand time praising Blackwater for keeping their status quo, the Bush Administration is not directing any action to propose a solution for the problems Blackwater caused the Iraqis as if they pose there is no problem, that casual deaths are supposed to happen in a chaotic war-zone. If that means shooting up a civilian vehicle because you said, Oh, well, it could have been al Qaeda or it could have been Mahdi Army, and it turned out to be an Iraqi family, well, that's just part of the job. And so you realize a benefit for Bush is having a force that is effectively above the law, that operates, for all practical purposes, in a zone void of any effective congressional oversight, and the crimes of these individuals don't get prosecuted at all (Scahill, PBS). Nuri al-Maliki, the prime minister of Iraq represents the outrage of the Iraqi civilians stating that Blackwater forces have to leave and be prosecuted.
Yet, the fact of the matter is, Blackwaters contract was renewed by Bush for yet another year until April, 2009. It wont be until the next president gets elected that the world will see any reform or changes to correct the private contractor dilemma. well first, i'm all for the transparancy and if Blackwater was a operating in a more regulated business environment it would help bring accountibilty to the uneccessary slaughter from a few months ago. i agree that strong regulations like background checks and process transparancy are vital but i kinda don't agree with S. 2398 for severing contracts with Blackwater. If Congress makes the regulation stringent enough (read: near impossible to make obscene profits from), then PMCs will have to either have to bend more to the will of the american people or get out of the business. In this measure, private companies can still operate but with a guiding hand from congress. This way, the president is the commander in cheif of the military, while congress gets ahold of private firms that want to make a profit in the region (similar to interstate commerce). Also, this method lets congress set regulation (however strict or loose) that better coordinates with our military's generals. There are times when private firms go on rogue missions that interject with military plans. simple regulation coordinates them together. I'm usually FOR severing contracts with malicious firms that have no accountability to any government, but the truth is our military needs all the help they can get in this time of drawback of troops (if obama becomes president). We can't simply wipe firms like Blackwater out of existance because in truth, they provide a force in the name of the united states which can provide stabilty in the region. How protected is Blackwater from prosecution for its crimes? The companys lawyers have argued that Blackwater cant be held accountable by the Uniform Code of Military Justice, because they arent part of the US military; but they cant be sued in civil court, either -- because they are part of the US military. In Iraq, men with guns not answerable to the people's law or government can shoot at will at Iraqi civilians. That is not freedom. As Blackwater or other renamed versions of paramilitary contractors, sometimes with intimate ties to this administration and to Halliburton, start to patrol the streets of our nation, without our debate or consent, we can easily wake up to find that we have a National Guard that is supposed to be answerable to governors, and a Congress that is supposed to oversee the military -- but it's too late anyway; the guns in our streets are already in the hands of people who are answerable to those writing the checks -- and no longer answerable to the now-vulnerable American people.
Blackwaters actions in Iraq should be a wake-up call to us here at home -- to restore the constitution and the rule of law before we are too intimidated to do so.


we need more regulation and along with more resources that can provide stability (read: not military) to iraq so we can get outta there quickly. let's spend money intelligently.
