Over the last twenty years, health care services have been transformed by increasing use of information and knowledge. Experts agree that information technology (IT) has made this transformation possible. In the last decade especially, ethical issues related to health care IT have generated a wealth of studies as well as lively and serious discussions identifying ethical challenges and proposing practical solutions and guidelines for health care professionals. Related issues have been in the news since the Obama administration proposed converting all paper medical records to an electronic system.

The purpose of this research paper is to:

* increase understanding of Knowledge Management ethics

* identify, examine and analyze concepts, principles and practices related to KM ethics and health care information technology

* propose appropriate ways to responsibly address ethical dilemmas and promote ethical standards and practices in the use of health care information technology

Write a research paper following the instructions below:
* Identify, examine and analyze three ethical issues you consider most important in the way IT is used by today's health care professionals and may be used in the future with the expansion of an electronic system.

* Defend the importance of your three choices with evidence of solid research and critical thinking, citing data, information and examples to support your claims.

Ethical Issues With an Aging Population
According to the CDC, ?in the United States, the proportion of the population aged >65 years is projected to increase from 12.4% in 2000 to 19.6% in 2030,? (CDC, 2003, para. 2). Caring for this aging population is going to be one of the greatest challenges facing the health care industry. Not only will the number of individuals requiring care rise, but so will the cost. As poignantly stated by Crippen and Barnato, ?unless we change the practice of medicine and reduce future costs, and explicitly address the ethical dilemmas we face, there may come a time when our kids simply cannot afford us? (2011, p. 128).

In this Discussion, you will examine the ethical issues that the United States and other nations must address when faced with the health care challenges of an aging population.

To prepare:


?Consider the ethical aspects of health care and health policy for an aging population.
?Review the Hayutin, Dietz, and Mitchell report presented in the Learning Resources. The authors pose the question, ?What are the economic consequences, now and for future generations of taxpayers if we fail to adapt our policies to the changing reality of an older population?? Counselors bring a unique perspective to mental health care. This perspective includes the notion that prevention is important, as is advocating outside of the counseling session to address societal challenges and issues so as to contribute to the mental health of society. It supports the view that aiming for optimal mental wellness is better than stopping at simply remediating mental illness or at providing supports and medication for those suffering with mental illness or other interpersonal deficits. Yet prevention, which has gained a foothold in health care (e.g., well baby checks, vaccines, prenatal care) has not been recognized in mental health care. As stated early in the course when proposing the vision that undergirds it, the course incorporates a broad view of mental health to include physical health and care.
Counselors may feel most comfortable advocating for change when they are excluded from state and national policies, including but not limited to those having to do with parity, insurance reimbursement, licensing, and the like. However, counselor educators and the students and supervisees they are developing should consider how their unique training prepares them to positively impact the mental health of people more broadly.
In addition, they should think about how their inclusion in federal education and health policies, on health insurance leadership or advisory boards, and in other positions of power might bring counseling perspectives on prevention, wellness, and other mental health issues into greater awareness and in doing so, serve the parallel purposes of creating a society committed to the mental health of its members and a counseling profession that supports that commitment.

Step 1: Identify the ethical dilemma based on one of the broad categories identified. An example (following here) might be to falsify your personal profile in a social networking site.
Step 2: Identify the stakeholders involved. You, someone who reads your personal profile in a social network site, potential employers, etc.
Step 3: Choose any three of the principles that might apply such as autonomy, publicity, and veracity.
Step 4: identify how the dilemma affect each stakeholder based on the principles you identified. Put this statement in the matrix next to the stakeholder.

As providers of content the site must conform to the laws regarding truth or be held responsible for legal issues as defamation (making harmful false statements about someone else) or copyright infringement. Write an organizational policy to address the IT-related ethical issue that you described in Matrix B1, where you mapped key organizational issues and identified how these ethical issues were affected by laws, regulations and policies. For this assignment, you will write an organizational policy that specifically addresses that ethical workforce issue. Please incorporate the instructor?s feedback from the review and grade and then use the Matrix B1 you produced as a supporting document.

There are many IT ethical challenges in the 21st century. As a result, there are constant clashes between organizational and personal policy issues in the workforce. For example, Chapter 8 of your Reynolds? textbook looks at trade-offs between the standard of living and worker productivity. This is only one example of a potential ethical conflict when differences arise between our organizational and personal beliefs. The following elements must be addressed:

Conduct a face to face interview with an experienced health care professional in a different field of healthcare than yourself regarding his/her ethical perspective and practice. You will also have the opportunity to apply your understanding of the principles and perspectives of Christian ethics in your analysis of the interview. Detailed instruction and grading requirements for the assignment is provided in Module Five. Given the short time for the course, the sooner you can begin scheduling these assignments the better.

Instructions:

1.Conduct an in-person interview.
2.Write a summary of the visit and your personal reflections after the visit.
?The report shall be at least 1000 words in length.
?The most important part of the report shall be your analysis of the interview. The analysis shall include a review of aspects of the interviewee?s decisions and conduct from the perspective of Christian ethics.
?The professional code of ethics held by the interviewee?s healthcare profession shall be consulted. The text of the code shall either be included as an appendix to the paper or properly referenced for access.
?The submitted report shall include:
?At least 400 words must be devoted to the analysis at the conclusion of the report. Do not use this portion of the report to incorporate additional information from the interview.
?Use of APA standards which include double spacing and a typeface of 12-pt Times Roman or Courier.
?Resources for a Christian perspective include but are not restricted to the Bible. At least one scholarly source no older than five years shall be appropriately utilized to provide additional perspective.
?Include either verbatim or summary of the interviewee?s comments.
?The name and contact information of the person being interviewed.
?If time permits, the instructor may ask you to share your report to the class in such a way that protects the privacy of the person you interviewed.
Selecting your Interviewee:

?The health care professional to be interviewed shall have at least five years experience in his/her present field of practice. The interview shall be scheduled in advance at a time and place where privacy is possible. The person to be interviewed may want to have the questions provided in advance to allow for a more developed response.
?For the purpose of this assignment, an interview made ?in person? shall not include electronic assistance, whether by telephone, text messaging, Skype, email, etc.
?The atmosphere of the interview should be cordial. You are not expected to dispute with the interviewee over his/her views and practices.
Preparing for the Interview:

Questions to ask during the interview shall include each of the following:

(1) The interviewee?s professional experience or employment history;
(2) Basic ethical values and practices that are particularly important to the interviewee;
(3) Ethical challenges faced, whether routinely or occasionally;
(4) Specific examples of ethical dilemmas faced and their resolution as well as the interviewee?s later reflections;
(5) The role of professional colleagues in arriving at the resolution of ethical challenges; and
(6) Whether, with the benefit of experience, there are ethical situations or dilemmas he/she would handle differently today. In addition you will need to ask other questions in response to the interviewee?s comments that are appropriate to the purpose of the interview.

It is wise to prepare a verbatim or summary of the relevant conversations as soon as possible after the visit. If you wish to record the interview you must secure the prior permission of the person interviewed and give them the only copy of the recording when your report is completed.

Addressing Societal Problems

Over the past weeks, you have been considering issues and concerns that arouse passion in you and are likely to motivate you to take action. You explored the concepts of social change, advocacy, and leadership and thought about how they might contribute to addressing and even resolving such issues and concerns. As you move forward in your career as a counselor educator or human services professional, you likely will want or be called upon to work on societal problems in some fashion. Obviously, going to the literature to see what actions others have taken, results they have accomplished, and recommendations they have made is a good place to begin your own work. And considering potential ethical issues and concerns and consulting ethical codes is another smart action to take early on. What you find from the experts and from the codes will be useful in informing and shaping the actions you take next.
